Your telegram No. 516.

His Majesty's Representative at Shanghai

states as follows:-

1. We have so far been unable to make arrange- ments for supplies of paper but we are still waiting to hear result of efforts which His Majesty's Ambassador at Tokio is making to help us. It may be difficult for us to continue our present News Section C.P. as scarcity of paper is so great. We agree to no charge (groups omitted).

2. Telegram as follows from Hong Kong Committee who are in close touch with South China: "Proposal to abolish C.P. and to substitute paper ori lines of specimen copy is most strongly approved by Hong Kong Committee who will render all possible assistance".

Editorial assistance from South China is being arranged by our editor Doctor Darroch who is now on visit to Hong Kong. There is no reason to doubt popularity in South China of the new paper; it has always been tone of C.P. to steer a neutral course in Chinese politics.

No special objection is seen to addition of
